Should social security and medicare be withheld from this paycheck?

A dependant works for a university and her paystubs have federal taxes withheld, but no social security of medicare. She tells me that the school told her that she doesn’t pay that but she is unsure why. Possibly becasue they are a federal university? I don’t know if that sounds right or not.
If it is incorrect, will she then owe whatever amount at the end of the year?

    It is possible that Social Security taxes are not withheld. Some institutions opt out of Social Security because they provide their own benefits similar to Social Security.

    The railroad is one organization that comes to mind.

    For number of ss years ago she does need to work 2nd job to work.
    For number of programs beside retirement she can quailfy for number of ss so she can quailfy.

    For teachers retirement fund she is paying into and whats federal university exactly as far as know all universities are either state or private.
    For teachers retirement funds so they do not contribute to her state or private.

    I think you mean a state university, there is no such thing as a “federal university.” Some state and city employees are under state/city pensions plans instead of social security.

    If it’s work study pay, no, and she won’t owe it when she files either.
